If I have an inbound link from blogs. Do they still count? I think I read somewhere that Blogs aren’t considered by google anymore…

All spiderable links are considered, it is more a question of do they carry any weight. That likely depends on the blog. It also depends on whether the link is written by the blog owner, or just appear as comment spam. It also likely depends whether it is a few links scattered about or whether they are sitewide links.

3) Submit to Blog Directories.
4) exchange links withs Blogs that have lots of links pointing to them.

Focus on building link popularity to your Blog and the text links that you link to your site will rank very well for all those words plus the words in front and behind those links.
