How on earth?

State governments around the country are facing serious budget issues. My particular state is expected to cut several thousand jobs in the near future. What I fail to understand is with unemployment reaching record levels how governments can cut back on employees who handle medicaid, food stamps, and other public health programs that are direly needed in this economy? What is their plan exactly for handling all the new applicants that will be busting down their doors in the near future?
